pros
+ complex story, yet adventure sense and random fun make it suitable for kids as well
+ charas have personality
+ unique art and good animation for its time
cons
- clichéd concept (pirates searching for a treasure? no c'mon)
- way too long, getting dragged more and more
- seems childish in parts (rubber fruit, luffy's behavior...)
conclusion: actually, the manga's pretty good if you've got a thing for the general idea (check out the summary) and don't mind old art. however, the anime - pretty good in the beginning, but got dragged along the last arcs and now is just a cash cow being milked dry. personally, i'm still following the manga but not hyped about this anymore.
