For those who have a problem with the story, it's made known in the summary that there really isn't one - THAT'S THE POINT! You should watch this if you want to laugh hysterically for no reason; not if you're looking for an anime with substance. Excel Saga is just oozing with parodies, random comedy and other nonsense and in my opinion is the best of its kind. If you know what to expect, you'll be very entertained.
As for the dialogue, I had no trouble with the dual audio. I don't think the English dubs are bad at all, but I tend to prefer subtitles just out of habit.
In short, this anime caters to all lovers of the inane and wacky. Its comedy value is priceless and effective with both subs and dubs. Five stars!
